US Secretary of State Hillary Clinton said Thursday in Washington, it "is not an appropriate time" to consider a massive International Monetary Fund loan for Sri Lanka.
"We have also raised questions about the IMF loan at this time. We think that it is not an appropriate time to consider that (loan) until there is a resolution of the conflict," Clinton told reporters. (AFP, WASHINGTON)







As Pres Clinton regretted then, after Rwanda, a chance now not to regret later.
No World Bank or Asian Development Bank or IMF loan without a Resolution of Conflict(ROC) plus any international assistance for development of North and East of Sri Lanka should be monitored by the donor to get the best bang for the buck.
An impartial investigation must be conducted by a justifiable entity and both parties (Sri Lankan Government and Liberation Tigers of Tamil Eelam) behavior must be bared.
Who are the outsiders involved - perception is mainly India and also China and Pakistan.
UN's action or inaction should be investigated too.
Let Pres Carter and Clinton take a lead.
