British Prime Minister Gordon Brown has warned Sri Lanka to be aware as "there will be consequences for its actions", as its military has taken control of the island's entire coastline.
In doing so it has cut off any sea escape for Tamil Tiger leaders trapped in a tiny slice of remaining rebel territory.
Downing Street has said that Prime Minister Gordon Brown has made several calls to President Mahinda Rajapaksa to make clear his concerns about the need for an end to violence and help for civilians.
The president has declared that the civil war will be ended by his soldiers amid mounting fears for the fate of tens of thousands of civilians cornered, with rebels, in a tiny strip of land.
Up to 8,000 are estimated to have been killed in the fighting this year.
"Sri Lanka stands on the brink. We have called repeatedly for the violence to cease," Mr Brown said.
"The humanitarian agencies must be granted access to civilians caught in the crossfire of a dreadful conflict. We are backing UN efforts to secure an orderly end to the conflict. The LTTE (Liberation Tigers of Tamil Eelam) must lay down its arms and allow civilians to leave.
"Sri Lanka must understand that there will be consequences for its actions."

All countries know that they can get away with anything.
Look around. US went into Iraq against UN, later supported by Britain (Brown was in the cabinet).
The list is long. Russia and China have their own way of doing things
All countries claim domestic or internal problem, hence no country can question or intrude.
Do they allow domestic violence in a civil society? No, there are laws.
Couldn't the so called super powers or first world or civilized countries enacted laws through UN
in the last 60 years(at least member behavior or condition rules and punishments).
No, they hide under "non interference" or use "veto five member dictatorship" courtesy( you scratch my back and I scratch yours)
Sri Lanka is classic.After WW II and suffering of Jews, slogan was and still is "NEVER AGAIN".
Massacres went on. Then came Central and South America, Cambodia, Rwanda Congo, Zimbabwe and now Sri Lanka, the list goes on.
West and UN are good at giving names to each massacre.
Holocaust, Killing Fields, Tragedy, Massacre, Etc.
Other big countries make sure not to be questioned about treatments inside.
So, small countries do the same.
Another banner to hide under is "democracy."
People are agitating inside a democratic country and disturbing peace inside.
They never tell you that it is a "Majority Group Democracy" is settling a score with one minority group or several who are handicapped by "numbers" in that "shady democracy."
Another trick is even when the election was fair, legal and representative, if influential countries do not like the results, they punish the electorate by not recognizing the government or group. Examples are plenty in Mid East. Africa and South and Central America or Caribbean.
How come UN or one of the "veto five" never questioned Sri Lankan government "What are your plans for the civilians, if you are bent on demolishing LTTE which itself is governing civilians?
How can the predominant Tamil population can be not in harms way?
Knowing the existing enmity between Sinhalese and Tamils and no government had tried to heal any wounds in the past 60 years, will suffering of Tamil people by this war be a concern to you?
If it is, what are your steps for the safety of these citizens, after all you are trying to save them from LTTE?
Are any of your neighbors aware of refugees problem, this will cause?
Which countries are providing support to you since this will affect your economy and all citizens?
Countries supporting you and you alone have to bear the "CONSEQUENCES" as UN or we "Veto Five" cannot ask other members to clean up or take care of the refugees.
